I'm level 18 (playing normal diff), and I've tried nearly 20 times to defeat this dragon. I cannot for the life of me get past 70% of his health. My party dies, and I have to start all over. I have all the fire resistance accessories I can find, but none of my party members can last past the first 25% of damage.
Level 18 Rogue Arrows
Level 17 Mage (Ice Staff, Ice and Spirit)
Level 17 Mage (Ice Staff, Spirit and Electricity)
Level 17 Tank/Warrior (two handed weapon specialty)
What do I do?
I can't defeat HInterlands Dragon

Your warrior isn't a tank if he's not sword and board. Try again with Cassandra or Blackwall.
Blackwall is too weak right now, and Cassandra dies as soon as she attempts an attack on the dragon.
70+ hours into the game and I only have dragons to fight.

Generating guard will stop Iron Bull from dying due to dragon fire (or you might need to barrier him up)
Also if you are having trouble with the Ferelden Forstback, who's level 12. You won't like the other ones

fade touch obsidian is added to the masterworks slot of a weapon. When the player or companion is hit, he/she gains 3 guard making him/her tougher to beat. I used it on my staff I crafted for my knight enchanter making her unstoppable

You shouldnt even need healing pots against her until the adds come, all the attacks are telegraphed and easy to avoid. Move your characters whenever a fireball is thrown, tank should just stand in front of the dragon and keep generating guard, move or barrier when the dragon does the firebreath. Ranged characters should be close enough so that they can run in when the wing cyclone starts, and move out afterwards. Adds should be cc'd and killed by the rogue quickly. having all ranged characters use "hold position" tactic liberally will make controlling their movement easier.

Is that the one in the Empress Du Lion (the one you have to open up after visiting the war table)? I got him down to 10% of life, before messing up with a heal potion.

Huh? Cassandra is nigh unkillable. I just had her kill Vinsomer without her ever losing her guard.

I used up all my potions, I can't get past 70% left of health on him/her. How can I move my characters all at once?
I hold my mages at the outer edges of the area, but they get drawn into the dragon when she does her "suck" in attack. And when I try to move them out, my other characters start moving around.
I use hold, but they don't listen.

Well, it could be because I don't like her character and actually do not use her (at all mostly). Can't stand her as a character,. and yes she is killable with guard as her preference, seeing as she can't go up against the hinterland dragon without using up all of my potions.

Upgrade your armor and weapons to tier 3 with tier 3 materials for the easiest time. Guard doesn't do anything unless you have decent mitigation in the first place. Fire resistance tonics, recipe at Val, will also ensure her fire isn't a concern as well.

what's tier 3 materials? where can I find them? I can only find tier 2 .

Hissing Wastes and Emprise du Lion have tier 3 materials. Hissing Wastes has a vendor that sells Tier 3 armor recipes, google his location and you can get to him without fighting anyone in the desert. Emprise du Lion has tier 3 weapons, but you need to complete the main area quest to buy them. Still Ruins in Western Approach can be "exploited" for tier 3 materials as well.

Since you don't use her much you probably haven't paid attention to her build so she's squishy. And dying. With attention to passives she is really tough.

What?
When crafting your own armor, you can use Masterwork materials like "Fade Touched Obsidian" (a rare material found when mining Obsidian) to add the ability to generate extra guard on your character every time you attack. This ability, combined with your tank's guard-generating talents will help keep them alive during the dragon fights.
I didn't have any Tier 3 gear when I fought the Hinterlands (Fereldan Frostback) Dragon and only succeeded because it could not tear through my tank's constant guard generation.

Haven't found tier 3 materials. I have some purple weapons/armor but they came that way (I didn't craft or upgrade them) .
They have advanced stats (the one that opens up on their wheel, and most of them are half-way maxed)

Go to the Undercroft in Skyhold (near the Throne Room) and find the Buy/Sell option. Purchase the necklace that's being sold there and use it to respec.

Go to your blacksmith and buy a Tactician's Renewal (I think that's the name; he only sells one kind) from him.
