What were they going to do with the Inquisition before the breach?

The Inquisition would have wrangled the rebel Templars and Mages together through the faithful of both factions. And no. Josephine makes very clear that the Tevinter that Corypheus is fighting for and the contemporary Tevinter might as well be two different nations.

The Inquisition's original purpose was going to be finding a way to end the Mage-Templar War. That's why Cassandra and Leliana go to Varric to try to locate Hawke since Hawke has the respect of one side so they might listen to them.
With Corypheus defeated, the Inquisition seems like it is going to serve as a neutral force that intervenes with other issues to end the chaos sweeping across Thedas. Or as Bioware put it "save the world from itself".

Most countries have varying levels of alliance with us, so no.

I doubt the Inquisition would have done anything to stop the mage-templar war, realistically. It was a chanrty-backed organization, which would have immediately alienated the mages from it. Its possible that it could have worked to bridge some gaps, but it is very unlikely.
In the post-breach Thedas, well, bureaucracy becomes self-perpetuating, so it is likely the Inquisition would just continue carving more power and influence for itself to eventually become just another player in the geopolitical struggle in Thedas. Supporting the southern Chantry would alienate Tevinter, while supporting mages would mage allegiances with southern traditionalists more strained.

Considering the Inquisition is binded to the Chantry once again, with the new Divine having them in her purse, I doubt "neutral" is the right word.

If the peace talks had failed the inquisition would be a very influential organization as it would have the chantry and divine justinia, and thus also most of thedas on it's side from the getgo with the singular goal of ending the mage-templar war. I imagine they wouldn't have had much problems with it compared to what we faced.

By the end of the game they already feel threatened. Just that we've helped them out, for the most part, so they also feel that we're on their side. Except Orlais, which could well be a puppet state, depending on decisions at the Winter Palace.
Point is, by the end of the game, and really before then, we're kind of too big for them to make that kind of demand of us. Maybe if they united, but that isn't going to happen.

Actually I'm kinda imagine that the Inquisition should be disbanded as soon as it's not needed anymore (post-Corypheus + some short moments to restore order properly).
Mother Giselle kind of stressed this, that the first Inquisition basically lay down their banner & disband once they are not needed anymore. This is what my Inquisitor wish to do if possible.
Sadly, many people might want to cling to this power & not want it to be disbanded.

Justinia's verdict makes it apparent that the Inquisition forming was a definite thing even before the breach, but if so what were they going to do? Also what will the Inquisition do now that Corypheus is destroyed? Invade Tevinter?
Well Hawke was intended to be its leader, so most probably they were going to go on a mass killing spree and leave Thedas in an even worse state than they found it

I'm guessing there are plans in the works for the Inquisition or else part of the epilogue would have been how they disbanded with the Quizzie likely getting some kind of grant/title for great deeds and services rendered. However, since the it was stressed that the Inquisition stands ready ... I'm guessing that BioWare has plans even if Thedas itself would prefer they crawl back under a rock and disappear.
