why can't they just import the appearance values from DA2 and make it possible to customize it further

Import your ME1 character into ME2 and see how close the CC gets when all the parameters have changed. Moving faces from 1 Character Creator to another is like writing translation software that can go from English to Japanese without losing any of the meaning, subtext, or idiom, no matter what you type. It's never going to work to your satisfaction

I'm pretty sure my Shep's face transferred easily from ME1 to ME2. Though I still changed it because it looked horrible :D

It's a bit immersion breaking, but honestly, Hawke looks pretty damn good in the Frostbite engine.  IMO its worth taking the time to configure a customised Hawke for DA:I.

I am making my response as vague as possible to avoid spoilers. The circumstances around meeting Hawke are such that you are told to go to a location and meet him/her. When you arrive the game asks you whether you want to use the "Default Champion of Kirkwall" or to customize one. The default Champion is the best approximation that the devs could make using the Frostbite engine.
 
I don't think that the default femHawke looks overmuch like the original DA2 version, but she does look pretty damn fantastic. So much so in fact that I wouldn't mind playing with a Hawke that looked exactly like her. For my DA2 plays, since I'm on PC I was able to play using a slightly modified version of the default Hawke, so I decided to choose that version when playing DAI.
 
Even though it's the best solution possible for this problem, I find the game prompt takes me out of the story a bit, which is another reason I chose the default Champion, rather than spend 20 minutes customizing a Hawke and then jumping back to my Inquisitor.

If Bioware did that then almost everyone would be spamming up the feedback/suggestion forum with complaints about how their Hawkes don't look the same as they did in DA2. It is for the best that everyone rebuild their Hawkes to their likings that way everyone would be happy and satisfied.

I thought it was nice they at least gave us the opportunity to recreate Hawke at least SOMEWHAT the way we had him before. I figured they'd just use the default model, or outright not include him in the story to avoid the complication.
