I can't speak for the PC and PS4, but on the xbox one it seems you can upgrade to the deluxe edition from the 16th of December.

So I guess it's feasible they are doing something similar for PC/PS4.

Yeah you can later on, though IMO not worth the money unless it's giving something more than just a few weapons and a throne. (I hope it gives access to the first DLC pack)
