I'm trying to download the game through origin but it's going really slow (bad WiFi). Is it possible to download the game on another PC and transfer it to mine to install?
possible to install outside of origin?

It should be possible. What you would need to do is transfer the entire contents of the "Dragon Age Inquisition" folder (it is nested in the "Origin Games" folder that is, in turn, nested in the "Program Files (x86)" folder (if you chose the default install location). Regardless of where you chose to install the game, you would need to move the "Origin Games" folder into the "Program Files (x86)" folder in your C: Drive.
Just in case, I would also choose to create a desktop shortcut during the installation and also transfer that shortcut to your gaming pc. But you would need to reconnect it to the DragonAgeInquisition.exe file in the "Dragon Age Inquisition" folder.

You have to start the origin download first.
Once it starts, pause it and quit origin
Afterwards, transfer the DA:I contents folder to the destination your origin downloaded the files.
Restart orgin, it should recheck the files and eventually give a "ready to play" notice.
NOTE: The last time I did this procedure was during Mass Effect 3 back in 2012, so i am not sure if this procedure still works.

That's not true, at least, not anymore. (Perhaps they changed things since 2012?
)
I just got through transferring all my Origin games to my new computer, and all I had to do was first install Origin (naturally), change my game folder (skip this part if you are the type who installs to the default location), copy all my game installs from my old computer to my new computer (into the aforementioned game folder), and then start the download/install process. Origins detects that the files are there and won't redownload it.
Edit: Though this isn't applicable to Ninja above since he's doing a fresh install, but to others, do be warned that Cloud syncing may or may not work with the above, i.e., you might lose all your saves if you don't manually also copy your local saves over, too, which will be in a different directory: usually inside your Documents directory somewhere.

Would be nice if Origins even gave me an option to choose an install folder, it just installs.
Had to move folder, create new shortcut and edit some installed registry entries and assign them the new path to get the game working, lol.

Yes.
Here's what you do:
1) Install Origin on the PC with the fast internet connection.
2) Download DAI via Origin on the PC
3) Once you are finished, copy the DAI folder from the Origin Games folder ( my path for example is C:\Program Files (x86)\Origin Games) into an external storage.
4) Start the download on the target PC. Once it's around 1-3%, pause the download.
5) Exit Origin completely
6) Paste the DAI folder from the external storage into the Origin Games folder of your "slow" PC.
7) Overwrite when prompted
8) Relaunch Origin. The content will now be recognized by Origin and will bump the download up significantly. Typically you have 1GB or less of data that must be downloaded, but it's a patry amount compared to 26GB.
9) Play!

If you have the disks, use those, download Origin copy all other files to a thumb drive and past them in the right places (seen above) then install game and you will have to wait a very short while while DLC downloads (if you have it) and presto -good to go.
Of coures if you have a big enough thumb drive with an NTFS format, you can just copy and past all of it at one time.
