I was under the impression that she had dark freckled skin in TME but she appears looking completely caucasian like Celene & Gaspard during the Winter Palace mission, i thought it odd.

I think Celene was the only character from that novel who seemed true to form. I thought she was tan in-game? Must have missed that,

You're not alone OP, thought it was peculiar too, she doesn't look like how I would have imagined her in the book, same for Gaspard. Not what I envisioned at all, Celene was fine.

To be fair there was already artwork of a maskless Celene way before the game's release

I think the book described her skin as being darker than what's considered "en vogue" in Orlais (as in, she wasn't lily white). Seems to be mostly fanart that made her really brown.

Not that Dragon Age is above whitewashing. I'm looking at you, Zevran's-original-Keep-tile and EVERY APPEARANCE OF ISABELA EVER.
