I can't decide which rune to put on my weapon and i don't want to keep changing it i know there some enemies at are resistant to some of them so which has the least amount of enemies resistant to it

Electricity. Resistances to it are relatively rare compared to the other two.

Fire. Too many red templars in this game to say that electricity resistance is a rarity. Though if we're talking runes on weapons, look at the corrupted runes.

Honestly? I'd probably carry a weapon for one and another for the other. If you're unwilling to do so, I'd say corrupted, simply because it covers a greater range of enemies.

They made a good job with the 3 elements, I cant think of a particular element that would just be better than the others.
There are enemies vulnerable to all elements, and enemies resistant to all elements.
The only one I would consider better is Spirit, but that is the most scarce one so it makes sense.
