I don't think Solas recruited Abelas directly, that's not his way; but he did in his own smooth, indirect way, like "Well now you are free from your duties and there are people like you in some places, maybe if you want you could maybe go join those people because who knows you may be even able to get back that world you are so sad to see gone. Just as a suggestion. Maybe. Perhaps." I'm not entirely convinced that Abelas would join Solas; after centuries of fighting trespassers in the temple, I'm not so sure that Abelas has the drive or the need to keep fighting. I think it would depend on whether he considers that bringing back the world he lived and was happy in is probable or worth the sacrifice.
Regarding who holds the leash on the sentinels now, I'd say no one. It seems pretty clear to me that they were bound only as far as protecting the well was concerned. Now it's gone, they're free to go where they want. Though they are probable not able to act directly against Mythal or her interests. I think with Flemythal mostly gone, the geas of the well is pretty much inactive. And I think so mostly because it's a very convenient choice for devs: it's too tricky that if Morrigan drank from the well she is bound to herself, i.e. free, and that if the Inquisitor drank she is bound to Morrigan. A potential or at least former PC bound to the will to a NPC would be the type of thing that would set the fandom on fire, even those who like Morrigan.
Dorian's words do seem like an offer for Abelas to go to Tevinter and help the elves there. And what surprises me is that Abelas doesn't dislike the idea on principle. I thought he'd say a simple "NO". Instead, he says it would hurt more than Dorian can imagine. Probably because the situation of modern city elves would greatly pain Abelas, and the revelation that ancient elves had slaves and in fact Abelas is/was one of them would be very painful for them too.
In fact, I wonder how much of what we learned in DAI and Trespasser will be common knowledge by DA4. Dalish culture could be effectively destroyed by it. Or finally thrive, free of the burden from reclaiming the past.
