I'm fairly certain that the focus bar has absolutely nothing to do with which skill you use, seeing as the game has no real idea as to whether you will use your class or inquisitor focus skill. The only way to get more focus is through the tier 2 and tier 3 inquisition perks. If you already have those to where you should have the 200 and 300 focus max, then it sounds like your game is bugged, and considering your companions get up to 300, I would assume that you already do have those perks. So... other than it being bugged, idk what else it could be.

Although you also have to take into consideration that the rift skill doesn't actually give you a tier 1/2/3 description, so chances are it only actually has 1 tier, which could explain why it won't let you charge more than 1 tier at a time. Judging from the fact that it would have to increase upon being used at a higher rank, I would assume that it would be stuck at tier 1. Although you would also have to consider that you would still be able to use it at 300 focus, in which case I don't understand why the game would force you to spend a point on the spec focus skill rather than simply allow you tier 3 inherently once you grab the perks... so... yeah... lol

Im pretty sure it has 3 tiers, the more tiers full the more damage it does.

It has 3 tiers :) Maybe you just use it very often and never get to charge more than 1 pip of focus, while your party having theirs disabled keep adding till they peak at 3.

The damage is way higher than on tier 2 or 1 obviously. It does spirit damage, so the damage numbers may vary from target to target depending on their resists to spirit. For me on Nightmare (end boss in Fade) on NM diff, was doing 500 / tick. That's more than most T3 weapons normal hits by far. Can't say if it can crit on ticks, didn't pay attention, but stuff simply melts with it.

That's a common bug. If you do have the 2 perks unlocked, then simply load an earlier save of your game and your focus should start filling up on your inquisitor.
