For whatever reason, dragons, or at least the Ferelden Frostback (it's the only one I've fought so far), don't detonate Elemental Mines despite being right on top of them.
The only way my mines ever damaged the dragon is when they detonated from expiring, rather than being triggered by stepping on them. I tried using them on the dragon from multiple angles, front, behind, side, even got up under them and nothing seemed to trigger detonation.
