I guess it does. I didn't have a romance at the time and got the option.

I guess I might have not taken the option being there seriously and then forgotten about it. 

 

Active romances don't block off shenanigans like this in Origins (I don't think), so it does seem a bit implausible that it would lock you out now.

Edit: Also, no, the option doesn't get locked out if you are in romance. I was wooing Josephine at the time, and thought it's better if the Inquisition doesn't have to pay for tht personal affair. She didn't say anything about it. I assume the Inquisitor didn't tell her what happened. Awkward.

Josephine's romance isn't locked in until afterwards. Most flirts disappear after locking in a romance. It shouldn't have even started yet.

I know of a few scenes (not including love interests) where you can sell your horned body for advancement....like so..
