This has probably been asked already but the search for the forums is horrible and I didn't find my question doing a cursory look through post. What is the requirement to opening various regions? Is it level related or based on Inquisition power? Can you open up all regions while still in Haven?

 

Watching some of the YouTube videos I saw people doing some really high amounts of damage during the attack on Haven and I can only assume they had some well crafted tier 2 or tier 3 items...which of course made me wonder if I could start opening regions to collect ore, cloth and leather before going to Skyhold.

The areas in Orlais/Dales don't open up until after you enter Skyhold.

you have 4 areas that open up in haven... the hinterlands, the fallow mire, the storm coast, and val royeaux.  everything else is unlocked via power after you reach skyhold.  As for higher tier weapons and armor, yes you can have tier 2 armor and weapons in haven.  You can use the schematic chest cheat for a lot of it, and val royeaux has some tier 2 schematics for sale as well.
