We've all found it and wondered.
I think it's just a Wheel of Time reference (horn of valere) for a bit of junk.

I've been carrying it around for a while and still nothing. I think it's probably junk but I just can't make myself get rid of it.

I can't remember, but isn't the gold horn part of the banana-on-a-stick mace schematic you find on the Exalted Plains? That, and 3 sad sacks of splinters?

No, you only need the sad splinters for the even-more-sad-mace.
Gold Horn is useless erm valuable.
