So, I chose to send the Avaar chief to Tevinter.  It says that after the decision he is now an agent, but I do not see him listed anywhere in the inquisition perk menu interface like the other recruitable agents.  Is this a bug, or is that normal?

I don't have him either. I think he's not supposed to be in the interface, since he's not actually officially working for you, he's more of a free agent. Either that or it might depend on the your choice in the follow up quest, that you get.
