I couldn't find info on this on the web, so I decided to test this out.  I equipped a few different staffs with one level 4 mage, and also looked at a level 15 Vivienne, without the +50% bonus.  Here are the numbers:

Weapon damage 17: Max barrier 996

Weapon damage 20: Max barrier 1140

Weapon damage 38: Max barrier 2004

Weapon damage 62: Max barrier 3156

This gives four equations with two unknowns, each of the form

A + Weapon Damage * B = Barrier

Many other stats were changing between these different staff checks, including Magic, Willpower, Constitution, and level.  If those other stats affected Barrier, the system of equations above would be inconsistent.  Instead, there's an exact solution:

Barrier = 180 + Weapon Damage * 48

So, it appears Barrier is a function of weapon damage, and nothing else (except abilities).

Thanks for this. I also wondered what affects it, but not in my wildest dream I'd suspect weapon damage.

Have you checked if the +50% bonus from Spirit actually works? It does not seem to change the number displayed on the attributes.

What were Viviennes magic/willpower stats for each weapon? Just in case.

Didn't test changing stats on Vivienne, but on my level 4 I changed magic, willpower, and constitution, all varied between +0 and +6.  No change to the formula when that happened, though.

Sadly this is not terribly surprising, since everything else is based on %weapon damage.

Edit: This got me checking, using my 23 mage and party members. Interestingly all characters listed barrier values were based on my equipped weapon. Even when that would be less than they should have.

Apparently this is still the case after a skill reset with basic weapon. Time to go get my face bashed with someone elses barrier to test if it really set theirs to my values, I guess.

Tested, does not decrease allies actual barrier value, just listed. 2 gurns were able to do far more than the 996 base barrier without Viviennes actually breaking. Meaning its still worth it for allies to take appropriate skills, if you want their barrier, as a mage inquisitor.

The displayed values on the attributes and abilities pages are all screwed up. One thing I have noticed is that "Enhanced ring of X" ability damage bonuses show only if you select that character BEFORE entering the menu. I checked and it's the same with barrier values.

Select my 2h Inquisitor, then enter character screen and Solas barrier is at around 12k. Select Solas, then enter character screen and his barrier shows at around 3k.

Whoever wrote the code seems to have tied the UI display values to "controlled character" equipment.

That's quite terrible, since half of my checking was done in Skyhold, where you can only controll the Inquisitor... but at least it makes sense now, thanks.

It's curious that Barrier is only affected by weapon damage and no attribute.

Primary attributes are meaningless numbers by themselves - they merely translate into offensive and defensive attributes. Among offensive attributes, offensive abilities would indeed scale with attributes such as Attack %, as expected. I suppose it makes some sense that Attack % wouldn't affect an ability that's not an attack.

Yes, that seems pretty strange and disappointing.  It's quite possible that the character screen is lying, of course.  But nobody seems to be complaining that barrier is useless at high levels, so maybe it's not a big deal.
