what are some good sniper rifles for a soldier?  I want to avoid the black widow since I already beat the game with it as an infiltrator

Indra or Valiant if you want a lightweight gun. Krysae or Kishock if you want a bit heavier loadout.
The Indra is fully automatic and works well with Incendiary Ammo's explosive burst. The Krysae fires explosive bolts. The Kishock fires harpoons that cause bleeding damage and can be charged. They all offer a different experience from the Black Widow.
The other options - Mantis, Widow and Javelin - are too similar to the Black Widow, and even harder to handle and to use, since they have one shot per clip.
There are other sniper rifles, but they don't do much damage, making them poor choices for the soldier.

Marksman + ME3 Viper = ME2 Viper

It works quite well.

 

Raptor should be pretty good with Incendiary Ammo 

Both of these have low weight so you can combine them with your bonus power more often

It depends on what you want out of the sniper rifle.

 

If you want one-shot one kill:

1. Kishock (DLC weapon in one of the DLC weapon packs) with Disruptor Ammo. Unlike other guns which deal all their damage immediately, the Kishock deals some damage immediately, then deals the rest of the damage. I forget the percentages. It is something like 60/40 or 40/60, or 80/20 or 20/80; it is different between single player and multiplayer if I recall.

 

So with Disruptor Ammo, you can kill most shielded enemies with a single shot. And it has a fairly quick reload time, so you can take a few shots while under Adrenaline Rush. Plus you can make use of A-Rush's ability to instantly reload your gun when activated.

 

2. Mantis. With Energy Drain (specced for max damage) + Disruptor Ammo, you can also take out shielded enemies without killing your cooldowns too much. And you can get the Mantis extremely early (but with very limited ammo). Can also work with the Widow without killing your cooldowns too much. 

 

Alternative: Executioner pistol with scope. Lightweight handgun that packs a real punch.

 

 

For multishot snipers:

1. Indra. Automatic so you do not have to manually pull the trigger.

 

2. Raptor. 

 

Alternatives: Any assault rifle or SMG with a scope.

ME2 = Widow Viper.

 

ME3 = Javelin if you want single shot. Black Widow if not.

Depends on how you use your sniper rifles.  I prefer lightweight rapid fire snipers so I go with the Indra or the Raptor.  That is with soldiers.
