I got the first Mass Effect for the Xbox360 and I beat it repeatedley but now I decided to get the 2nd one for the PC as my PC is now better then my Xbox360 what I want to know is if I can still transfer my Xbox character over to the PC version or if I have to start over. Please reply and help.

No, there's no way to transfer a XBox savegame to PC.
