The leather serves as an assurance that it will not fall off with the wig of wax.
I'm always surprised when I see the the wax stay on after jumping, must be burned into the scalp.

I suspect that it is supposed to have it, conveniently so because it means they don't have to account for the character's hair beneath it, regardless of how dorky it looks wearing some kind of leather head-brace for a hat.

It isn't a bug. It's a way for them to design the hat in a way that saves time/money by making it work with any hair style. (By removing all hair and giving you the leather cover instead.)
