I have a problem with this quest I launch the mission I kill 3 mobs, quest complete interface tells me, only in theory have an NPC appear out he was not found. Also impossible to get out of the area because event is not complete. I raise this mission 5 times every time I hear the voice of the NPC but remains invisible if have a solution I'm interested

When it does that, save, while in the instance, after killing the mobs, exit to menu, then click continue again to reload, usually the NPC will then appear. He's a ways forward so have to walk to him, can't see him right after killing mobs.

i try your method still no npc. I think the problem is made that the game considers the quest complete. suddenly the trigger do not work correctly

I had the same problem, found a resolution from similar post -- only bring Sera with you. do not bring any other companions.  NPC appeared when I took this advise.

I succeeded the quest by killing the bandits next to the spot where the npc should be
