I am aware that Blood Mages were not allowed in this game because of contigencies issues. However, I am looking at the "evil" magic they did choose which is Necromancer and that is so far removed from the storyline I'm scratching my head going, "why necromancer?"

If you read codexes and your first introduction to mages are with Spellbinders. Spellbinding practice has begun to spread widely among Thedas and the apostates do use Spellbinding.

So, why wasn't Spellbinding the "Evil" magic specialization choice instead of Necromancy?

Because look at the warriors Specializations, Templar and Warden are two very big plots in this game as well. Thus it only make sense the mage got Rift mage, tied to the story, and Spellbinder, tied to the story.

That alone and Rogues get assassin which is also in some ways influenced in the story.
