So I have two out of the three camps in the Exalted Plains.

 

The third one is behind a long wall of rocks and I can't find a way around. Any tips?

You mean the northeastern one? You need to mark the spot (like the landmarks) there, and then get a War Table mission to clear out the rubble.

There is another spot like that (to the northwest). You need a war table mission to build a bridge to get across the river.
