I was able to resolved my issue within half an hour via the chat service with one of the staff Andy about 2 hours ago.
He would likely ask what's the problem > what you need him to do > related information > help him fill up survey > hang up, so I think it would help them too if you're prepared.
I redeemed my Cerberus Network on the wrong EA account on the XBox. I wanted the Cerberus Network to be on the correct EA account. My correct EA account is used for my BioWare Social Network account.
He transfered my Gamertag persona which I used for redemption with the wrong EA account, to the correct EA account. I stated to him that I wanted the Cerberus Network to be transferred as well to the new EA account as I wasn't sure if it is linked to the Gamertag or the EA account just to be safe.
I would recommend you logged in to the EA accounts (correct and wrong) and BioWare Social Network account as he resolves your issue so you can check faster by refresh/logout-login. The changes took effect almost immediately. I also booted the game to check as well.
For the correct EA account, you should notice your Gamertag which you used for the redemption listed at the persona list.
For the wrong EA account, you should notice the Gamertag should no longer be there.
For the BioWare Social Network, Gamertag shown at your account's Profile > Your registered game promotions. There you will also see the Normandy Crash Site (Cerberus Network) (in my case) listed.
For the game, you should see the contents available for download *after* you login to your Cerberus network in Extra > Downloadable Contents
Hopefully this can speed things up then more people can get help soon ><:

OMG just as I was typing I got through on the phone! I didn't even get to finish! He cleared up everything. The guy was really nice. He told me that he couldn't give me other DLC like the Blood Dragon and and the Inferno armor (cause they really aren't allowed to, or at least now they aren't, lucky for those who did) but he gave me a $15 coupon off an EA game. Fixed after 20 minutes of queue and another 20 of explaining the problem and having the representative fix it.
I used live chat, and I have Nathan to thank for the swift actions he took.
Don't get pissed off about it, they will fix it, nerd raging doesn't help anyone, stuff happens like this when the internet is involved. The customer service is as fast as it can be atm, and the issues are getting resolved.
World of Warcraft and Blizzard would have sat on their thumbs for 2 weeks making posts like "We are aware of the issue and are currently trying to pinpoint the cause" before delivering a hotfix/patch that messes up servers.
The ability for EA/Bioware to deal with this problem bodes well for the future of their MMO.
I am grateful for the help I received, and hope the rest of you can get yours too!

this is pretty lame. EA fails at life... I've logged a total of 3 hours phone time and 2 hours chat time and still haven't been able to reach someone.
