I just defeated the Ferelden Frostback in the Valley, and there's that shard at the top of a rock...craig thing? It seems impossible to reach without a bridge or something. There's also all these burning wooden constructs here. It seems like there should be an operation to unlock here, something that brings inquisition forces in and makes the place more navigable. 

 

Am I right? If so, where do I place the marker to unlock the operation? If not, what's the deal with this shard? Is there a way to hop up the rock face that I'm just not seeing?

There are paths up to all of them, just need to run around them a bit. Also, there is one part where you use a mage to rebuild the bridge across the burning structures out there.
