This store is invisible because the trigger for the graphic to appear is erroneously tied to Josephine's perk "The Short List" instead of the war table mission "Opening the Roads" where it should be. If you've completed Opening the Roads AND you have Josephine's aforementioned perk, you should have a fully visible interactive store. If you've only met one of those conditions, then you're either going to have an interactive but invisible shop, or a fully visible but non-interactive shop.
Ah that clears it up.
I indeed just purchased that perk, Plus the three to see the Vault.

It's always shown for me? Is this happing to you guys on patch 5 or something? Never had the issue at all but only played patch 3 and 4.
On a side note.. wish they'd reballance the stupid power points already. It's an utter mess. 200+ left on every single playthrough dang near.
Infuence does seem fine though. Sorta.
EDIT: Ah that would explain things then. I've almost always done side/companion quests first for the most part.
So Ferris is mainly a "Yea the game sucks, it's not immersive, your choices don't matter, so you can skip the 60plus hours and do just the main story part" merchant.
No you can't because you need money for that. And exploits are gone.
