I play on PC, and I mostly use my abilities from my battle menu. However, as I now have more abilities, I have run out of space in the battle menu. Is there any way I can use abilities outside of the battle menu during combat?

No. You're limited to the 8.

Under tactics, put the ones you can't fit on your bar as set to preferred, set the ones on your bar to disabled. When you want your character to fire off those abilities, switch to another team member to play them for a few seconds, your Inquisitor will use the abilities.
