I was able to build the first bridge but cannot seem to build the second. Is there something I need to do before this happens? I don't remember if I had completed something specific last game that allowed me to do it.

its done via the war table but first you have to explore the ? areas near the Griffon Wing Keep to get the operation option available. The areas are East, NNE of the keep and NE of Craggy Ridge Camp. I dont remember which one triggers the operation for the 2nd bridge (should be the NNE location as it is the closest to the 2nd bridge.
