For me, I think it's Dorian's scene with his father
Though I haven't finished the Solas romance yet, so we shall see.
I was not expecting to ever feel even a little sympathetic towards Flemeth, but DAI managed it somehow. *tear*
Also played Solas' romance my first time through and chose all the "emo" options... and this after I played Garrus' romance in ME3... Bioware whyyyyy.
One nobody's mentioned yet is the scene where future!Leliana buys time for Dorian and the Inquisitor to escape back to the past in Redcliffe. Sure it's been done before, but this one really got me somehow.
I agree with the Morrigan and Flemeth scene. What did me in was the moment where Morrigan, presented with two choices on how Flemeth will deal with her son, immediately goes for keeping her son, despite Flemeth haunting them forever.
I just remember her being so selfish and mean in DA:O that this very selfless choice came out as a big surprise. It was beautiful to see her changes reflected in such an intense manner. It also made me happy for my warden (I romanced her and chased after her in the eluvian), making me feel as if my warden was truly happy with her and Kieran. I was worried Morrigan was just gonna use my warden and leave him out in the dust.
The Leliana scene was also a very good one. Especially when she's reciting the chant and taking down baddies at the same time. They did a good portrayal of the inquisitor too. He/she looked as if he/she was about to throw everything away to save Leliana.
It does make it kinda funny, though, that when you bring it up to Leliana back in normal time she essentially goes "meh."

The Leliana moment, yeah it seemed "badass" and heartbreaking but its not something unexpected from her. I felt that way at least, it was pretty obvious that a person like Leliana would do that. If a person like Morrigan say, did do that (She tried to with Kieran&Flemeth) then that would really get me (which it did) because its a shock and shows character development.

Yeah, I found it pretty amusing too.
Inquisitor: "And then future-you heroically sacrificed your life to save me. It was so touching..." *sniff*
Leliana: "...That's nice, now stop trying to hug me so I can get back to work."
Objectively, the most emotional scene for me is Morrigan/Flemeth/Kieran in the Fade. When Morrigan says, "I am many things. But I will never be the mother you were to me", I always break. It really conveys how much Morrigan has grown, and how strong a mother's love is.
I really liked this scene as well, but what really hit me was how hurt Flemeth looked when Morrigan said that. It made me think that she did love her daughter, there were just too many secrets getting in the way.

The Morrigan/Flemeth scene, Morrigan's heart is breaking during it, and all I could think-my GW is gonna bust through a eluvian at any moment and start shooting Flemeth. But the "Dawn Will Come" scene is frigging EPIC IMHO, now THAT scene was utterly cinematic.
The top three for me: Blackwall's...revelations, Dorian and his father, and Cole and Varric (vis-a-vis making Cole more human).
Definitely the Varric scene for me. It almost made me wish I hadn't left Hawke behind . . .

I know some people found that scene cheesy but I really found it moving. All the feels. In your heart shall brun certainly makes you like you earned the right to lead the Inquisition.
My top 3 would be:
1) Morrigan/Flemeth scene
3) The Dawn will Come. Surprisingly moving.
Dorian confronting his father was amazing. Chills, really.
The Solas romance literally broke me, though. Weekes essentially pulled my heart out and stomped on it. And I liked it.
... I need help.
Edit: Oh, and at least 70% of what Cole says has a tendency to make me tear up.
Oh, one more; it wouldn't be in my top three emotional moments, but might have been the one that surprised me the most: the end of Vivienne's final quest. She's so cool and calculating most of the time, and then you get there and realize that what sounded like some shady political plot was actually her desperate last attempt to cure the duke, and then it becomes obvious that in fact they're deeply in love and then he dies. ![]()

There were other moments, but those were the emotional highpoints of the game, could have used more sad moments though.
After you defeat Corypheus if you romanced Solas, and he's all "It wasn't meant to happen this way. Whatever comes, I want you to know what we had was real."
I think I just sat there staring at my screen, like, it's cool Bioware, I didn't really need my heart for anything, I'll just switch to my secondary heart like a krogan does... oh wait I'm not a krogan, never mind *dies of heartbreak*

It's a tie, I can't say which was the most emotional but these are my top three:
There are others (every romance scene with Solas, really, and every romance scene with Cullen
both VA are outstanding. Also, Dorian
) but these are my top picks.
The problem with the whole thing is that unless you romance Solas, all the emotional stuff is mostly finished after the Adamant/Halamshiral plot - which, unfortunately, is only midway through the game. Sigh. I'm hoping for some heartshattering DLC. There needs to be something at stake to get me emotionally invested. It's slightly better if you romance Cullen, because he at least seems convinced that you're going to die, but otherwise it's pretty mellow. Oh, Cory at the gates? Let's bash his head in, no worries. *shrug* Cory is wiping the floor with me right now in the final battle of my third playthrough so I'm slightly bitter at the moment. Don't mind me.
