Recruiting Vivienne Issue HELP!

I went to go start 'The Imperial Enforcer' quest to get Vivienne as a companion after finishing up the 'Wicked Eyes and Wicked Hearts' story quest, but when I spoke to the messanger nothing happened and the quest went straight into my completed quests section. Is this a bug or have I missed getting Vivienne as a companion?

Go to the map and a section above Val Rouyeax opens. It's where you get to meet and recruit her.

I normally fetch Vivienne as my 4th party member, as soon as I can get to Val Royeaux...
