Is there a way to chase it down without it taking more than 15 minutes? I'm on a Wild Hart; is there something faster I can try?

Doesn't take that long, it's simple herding. Put the Halla between you and the destination and just make it run in that direction.

It keeps doing quick about-faces and I can't get turned around fast enough. Do I have to spend perks to get my mounts to be faster or what? Which is the fastest mount?

One of your warriors should have the Grappling Hook ability (in the Battlemaster tree). Just hook the Halla before it tries to run.

Run far away from it so that you don't spook it into running in a direction you don't want. Then come it from the opposite direction of where you want it to go, and it will start running in the direction you want to go. If it starts banking left or right when you don't want it to, head in the opposite direction to get it to change course.

I did it on foot. In fact, I never use the mount system at all beyond the first quest to get it all set up. Did you try that? Perhaps you're moving too fast and causing it to go all over the place.
I found that by staying a great distance away and slowly approaching from the opposite direction I want it to go it moved right along.

I found it easy on foot. I circle (widely) around it until I am behind it and run in the direction I want him to run. when he darted, I'd back up and circle around so I would approach him again directly from behind towards the direction I want him to run. Just don't go back at him from the side because he will keep darting to the side. Back up, approach from the rear. Worked a treat.

Just use a rogue. Activate Stealth, put yourself in the opposite direction of the destination, deactivate stealth and just run after the Halla, she will automatically go to the destination.

Thedas Positioning System shows where the Golden Halla is. I think I got lucky. It saw me on my dracolisk, got scared and ran to the Dalish camp

Where can I find this "golden halla"?
Quest given by a Dalish NPC in the Exalted Plains. Good quest exp and a nice rep bonus from the Dalish, but I've heard it makes for excellent Masterwork crafting material as well.
As a rogue, I'd try to do what JCAP suggested in their post, but I couldn't pull it off. I know that it's a good method, but my skills were lacking. Try that though, and hopefully it works.
For me, I had to use the mount for that quest. I don't know if it's because I'm a dwarf, or if I'm not that skilled, but I couldn't get around the little bastard to cut him off at the pass. I used just the default Ferelden horse, and started to guiding the Halla that way. Once I did that, took less than 5 mins to get him back to the camp.

I did it on foot so a mount isn't required. You just have to get lucky with angling it to run in the right direction. If I wasn't being lazy I might have tried to see if I could put my companions on hold in certain areas to see if that made a difference.
I also did it on foot. Its a pain but doable.

True story: I was out casually hunting halla to make new armor. One of them dropped Golden Halla Hide and I thought 'excellent, fade-touched hide that will give me the look I want, while letting me use Tier 3 leather and giving me a chance to stealth!' I went back to Skyhold, made it into a sweet coat, and thought no more about it.
Many, many hours later the Dalish asked me to hunt down their precious Golden Halla and take it to camp. My Inquisitor turned pale, said 'sorrygottagosavetheworldnowbye' and left the Exalted Plains, never to return.
They didn't seem to notice what she was wearing.

I didn't find herding Goldanna 2.0 hard, but I did get a bit nervous when I was on my way to get her and picked up a "Golden Horn" from a chest as I went.
She was fine. Maybe they molt.
