I read around that this merchant sells Masterwork tier for armor add-ons. Can someone confirm and tell how you make him/her appear?

I believe she opens up after completing the main quest 'Wicked Eyes and Wicked Hearts'

There's 2 things I want to bring up about this:
 

1, I second that the above is her location & that she unlocks (to my knowledge) after Wicked eyes & wicked hearts.

 

2. When you say "masterwork" I assume you mean Masterwork crafting patterns?  If so, I'm 99% sure she doesn't sell any crafting patterns, and in addition looking at the item code list I don't think there's any masterwork/rare patterns for armor add-ons at all.

 

That being said, she does have 1 variety of rare/blue/"superior" (item level 19) pre-made armor upgrades for each slot (arm/legs) of each of the the armor types:
 

Medium:

Superior Prowler Mail arms: 12% magic defense

"              "           coat legs:  12 willpower

 

Heavy:

"              Battlemaster Mail Legs: 12% Magic Defense

"               "                   "      Arms: +81 Max Health

 

Light:
"               Battlemage Mail Legs: 24% cold resistance

"               "                  "      Arms: 12 Willpower
