According to the quest journal I am meant to speak to people in the town about their problems. However, when I get there I have no option to talk to anyone except a lady in a house who will not interact with me, just keeps muttering to herself. There is an item on a bench by her which I am meant to be able to interact with but can't. So I assume this is a later quest that needs triggering by something else. Is it essential to talk to people? Can I just carry on and activate the quest independently? Are the people's problems just a side quest anyway so I can liberate the area without needing them?

I've just answered my own problem; I loaded up this morning and the woman appears that I am meant to talk to. For anyone else who has this problem here or elsewhere, there is a invisible person glitch which you overcome by saving at the spot you expect to see them and then immediately re-load. This should be sufficient to cause them to appear but if not, repeat until they do. Last night I obviously hadn't done this enough or the PC was as weary as I was. New day, new perspective.
