So, spoilers, when Haven is lost you get a chance to save a couple of people or head straight to the chantry, and most of them are pretty easy - except for one moment where two injured a resting on a pile of explosives.

How do I save both of them? Obviously I can't use tactical mode because if I order e.g. Varric to interact with one of the injured people he'll just go "screw this, I'm not getting paid enough to follow the player's orders" - that is to say, he'll walk up to the person and then do nothing. Since it's not coop, the player cannot directly control two pawns either. Rescuing both of them in sequence seems pretty impossible since the fires reaches the pile of explosives just before I finish rescuing the 2nd person roughly 9/10 times I try this (yay more reloading).

Is this the intended behaviour, or is the timer screwed up, or what?

While rescuing Flissa send Two companions to save them. It should work but save just before you get the quest to save them show up. Its a bit of tricky timing.

Without using tac cam, you can save them both by start saving the one on the right, then the one on the left.

As I said, every time I try using tac cam to have one of the other party members interact with them they just go there and do nothing.

I just had my main character run ahead and save each of them.  I ignored any nearby enemies that spawned, let the rest of party deal with them, and then had main character help out after the two were saved.  Did the same thing for the person trapped under beam in burning tavern.

Ignore enemies and don't allow even the slightest hesitation. They are pretty close so you should be able to get them both.

I didn't get them both in my first playthrough, I was too slow with Adan. Forgot about Flissa. Managed to get all three in my second playthrough, without tac cam (I just let my companions deal with the enemies while I went saving everybody) and now in my third I noticed that Serris or whatever the merchants name is, is also trapped in a house on the other side of Heaven. I have no idea how to save him.

For the two laying near the explosives... The timer starts once you approach the stairs. So as soon as you approach the stairs, just head straight there ignoring enemies and save them both. It's a small window but it's very doable.

To save Ser... whatever... the merchant in the burning building there's a ladder to a platform at the front left of the house go up that jump to the crates next to it and in through the roof then you have to revive Ser...merchant and then break the boxes blocking the door to get out again (easiest to do with a warrior) and allow the merchant to escape as well.

And yeah as soon as a quest comes up to save someone leave the enemies to your companions and go get them or you won't have enough time to save them... except perhaps Lyssette and Threnn since they're already fighting enemies and are decent warriors though I never really leave them for long either, just in case.

I had to reload on this bit too before I figured it out. Ignore Red Templars, Save Fissa the Barmaid, then RUN over to Adan the Apothecary, after freeing him immediatly start on Minaeve the Researcher, you should not have a problem freeing them both with your main character.

Can be done, even on Nightmare. It is imperative that you follow a fairly precise route, though.

  1. Clear the doorway at the forge so Harritt can get his things.
  2. Enter the gates and turn right to save Lysette.
  3. Head back the way you came and go up the next set of stairs. Wait for the enemies to come to you to avoid starting the timer for Flissa.
  4. Head into the tavern by the closest door and rescue Flissa. Ignore enemies when you do this.
  5. Head back out by the same door. Do NOT use the door next to Flissa -- you'll trigger the explosive pots too soon. You can now finish off the enemies near the tavern but stay away from the pots area.
  6. Then, head straight up the path towards the pots. Rescue Adan first, then Minaeve. It can be done, but it is a very narrow window.
  7. Then go to the requisitions area and rescue the woman (Threnn) there.
  8. Head back down the stairs to save Seggrit from the burning building. The door is blocked so you'll have to climb a ladder and jump over to the log piles and jump inside the building.

The key thing is to avoid entering the trigger area until you're ready. As soon as you hit the trigger boundary, one of your companions will say they hear a survivor. When that happens, drop everything and run to the rescue.

The timer to save them starts when you first hear them. If you hear them, ignore everything else and rush to them. You'll still have time to rescue both.
