@Myliel and blindmessiah: I can't seem to find Sylenced's post... went back through pages 37 and 38 and I don't see it.
I've used the unofficial fix, and managed to get off the first station, but the cinematic of the shuttle, before and after talking to Miranda and Jacob about Shepard's past caused the stutter/lag to begin again. A quick f5 save, followed by an f9 load completly cleared it up... I tend to believe that this is not a single core problem at all, as the rest of the game (especially the more graphic intensive parts, ie: combat, conversations, explosions, etc) all run crystal clear and perfectly fine. I think the act of loading a saved game kills one of the procedures/functions/processes connected to loading/playing the bink movies, and frees up the processor. It doesn't help with the original problem of locking up, but that problem is obviously related to the load movies in some way.
Also, switching from 1024x768 to my native resolution of 1280x1024 actually lowered the number of stutters I was seeing on the Normandy during the Save Joker mission... I don't think it has anything to do with the problem, but interesting none the less.

This does get rid of the lockups/jitters, but not playing those bink cutscenes cuts out a decent chunk of the story. Honestly I'd rather play with the stuttering after story scenes, since I have no idea what those story movies show, this being my first playthrough and all.
Definitely proves that the bink (prerendered) cutscenes and their implementation are what is causing the stuttering / loading screen lockups, though.

Ok heres a way to see if your cores are working, You go to your windows task manager (Ctr Alt Dlt) make sure under View - CPU History that you have it as "One Graph Per CPU" and go to the performance tab, if both cores are working there should be 2 (or maybe more for quad core i dont know) graphs side by side under cpu usage history. If theres only 1 long graph under CPU usage history and its already set to "One Graph Per CPU" the option might be greyed out all together. That means not all your cores are detected. Also, in device manager under "Computer" it has ACPI or something other than ACPI Multi Processor PC. If it has something other than the Multi Processor PC it means the reason your second Core isnt being detected is because you have to wrong HAL set up. Google it and try and find a way to change it safely (might require you to reinstall windows but make sure to check if you need to do anything in the install differently)
Omen85 did you need to reinstall your OS? I am curious
Just as a precaution to everyone else, I tried a HAL workaround that didn't require me to reinstall Windows and it actually ended up BSODing my OS.
I couldn't find my XP Pro disc, hence I had to go to Windows 7. This ended up leading to my solution (see my earlier post)

For those asking, the -nomoviestartup removes ALL cinematic movies. In other words, it doesn't play, or attempt to play any of the movies in the movie folder of your install. The unofficial work around, only replaces the movies named load*.bik, and the unskippable bioware and ea logos at game start up. All you're doing when you "use" the unofficial fix is replacing a .bik movie with a .bik file green "picture". So the game loads the "movie" but it's just a static, unmoving image. There's no story line in the load movies.
