the issue isn't in BIOS the issue is with windows. The setting should read ACPI Multiprocessor.
This is the HAL driver (hardware abstraction layer - basically tells windows whats what). If its not set properly then it won't see the multiple cores. Typically windows detects this automatically however, if you installed from a windows xp disc pre-service pack 2 it will not.
There are ways to upgrade the HAL from within windows just google HAL + windows xp + update or so. It involves installing the newer drivers if device manager sees them.
I'd like to caveat that it's not a recommended approach and should you begin experimenting ensure you have a backup of your important data and be prepared to reinstall should things go belly up.
Now before you scream omg bioware - realize you've actually just had your pc misconfigured since you first installed and have to date only been using one core of two

Wow! You rock! What if you do have ACPI Multiprocessor under computer? Will this be a Bios issue, and what's the best way to update? It also shows 4 seperate cores under processors. Task manager has 1 graph, but reads both a red and green line for CPU usage. Any ideas? Specs below

XP pro SP3
2G ram
That's fantastic too see - what does the ME2 config tell you. If there are four cores under the processor tree within device manager you are looking good.
