Also, is there a quick and dirty way to know for sure whether my PC is utilizing all four cores or not?
To check the number of cores ME2 thinks you have:Open the ME2 Configuration utility from the launcher (or from C:\\\\Program Files\\\\Mass Effect 2\\\\Binaries\\\\MassEffect2Config.exe).
Navigate to the System tab of the System section.
The number of cores should be displayed as greater than 1 for ME2 to function properly.
From the ME2 readme:
Game Known Issues-----------------Mass Effect 2 does not run optimally on a computer with a single coreCPU. We recommend that Mass Effect 2 PC is not played on a systemwith a single core CPU.
If you have a multicore processor but it is displayed as a single core processor:

FOR THOSE OF YOU WHO HAVE XP AND IT IS REPORTING ONLY ONE CORE and you have a multi-core system:
Read this Microsoft KB article, it may pertain to you: http://support.microsoft.com/kb/936235
The hotfix described in that article may or may not affect how Mass Effect 2 utilizes the cores on your system, but it may well fix how XP (and possibly the ME configuration utility?) read the number of cores you have. Note that the hotfix is from Spring 2009, so it is not terribly old and does apply to SP3 (unlike older SP2-related multi-core issues).
I am about to try it myself.
Hopefully, step 3 is restart comp and step 4 is enjoy game....

I have an AMD Phenom X3 710 which is showing as one single core in the config utility, and yes, I have the 'loadscreen freeze requires hard restart' bug.
Epic fail on the launch there EA. (Blame EA!)
/edit The above workaround is not happening... I have no Boot tab in msconfig....?!?
I have: General, SYSTEM.INI, WIN.INI, Services, Startup, Tools. So what do I type into my boot.ini?
