In this game Attack increaes damage, not the ability to hit, correct?

 

I'm using Shadow Strike and it is whiffing A LOT. Like even on completely frozen enemies that I'm standing right next to. Like can't get any closer to them because I'm touching them. And all I do is hit air.

 

And sometimes Flank Attack just goes through enemies. Unlike whiffing Shadow Strike or Twin Fangs, it takes up stamina and has to cool down and does no damage, and only the first part of the attack.

 

Is this designed this way? Or is this buggy?

Yes, attack increases damage. Hitting is automatic based on "hitboxes;" if it connects, it hits, same goes for enemies attacking you (though there are "homing" attacks here and there).

 

And yes, as you have noticed, hitboxes are pretty bad. My favorite is Mighty Blow 360 AoE of destruction that bears and 2H melee enemies seem to share. Nothing like killing your teammates behind with Mighty Blow. Pommel Strike also likes to whiff as you strike the air next to enemy over and over and over again doing some sort of interpretative dance. I call it "Pommel Shuffle."

 

Pretty sure the problems you are noticing are not intended. Huge melee hitboxes may have been a design choice to compensate for all the movement perhaps (hope not though).

Yeah, right now whiffing Pommel Strike is my biggest complaint on my 2H Warrior, and is a major reason that I'm going for the Reaver specialization and planning on respeccing out of the 2H tree once I get it.
