For the DAII DLC, I want to bring party members that have the most content and make the most sense for the story. My Hawke is a mage, and I usually have another mage, a rogue, and a warrior in my party.

For Legacy, I think I will bring Carver, Varric, and Anders. Does this party provide the most content? I think it does, but I want to make sure.

For Mark of the Assassin, I want to bring the same party, but I think Tallis takes up a spot in the party, which means I'll have to leave one of them behind. She is a rogue, which means she would probably replace Varric, but I don't want to do that because I like the idea that Varric was present for all the major DAII events. He's telling the story, after all. This is actually really annoying. I want my sibling to come along because that makes sense to me, Varric should come because he'll be able to recall the events, and I like having Anders around as my healer. Tallis' presence screws up my party. So I guess I want some advice on who to ditch. It might be Anders because he's not as relevant to this DLC as he is to Legacy.

Your party setup for Legacy DLC is a good way to go if you want the most content. There's also one conversation Fenris and Anders has (the one I'm referring to isn't a party banter, it's handled in a cutscene) at the end, but it's just one conversation so it's probably better to leave this for another play-through.

As for Mark of the Assassin. Tallis does take up a spot in the party, you're right. I usually take Varric along anyway and also my Hawke's LI. I think when it comes to taking the sibling it depends on when you do the DLC. I usually do it in Act 3 so for me for example it doesn't make much sense to take Carver because in my game he's a Grey Warden and should have more important things to do.

You're spot on for Legacy. I believe Aveline and Isabela both have a unique scene in MotA and the others only have small collection quests so it's really just preference. If you're playing on Normal or below you should be able to ditch Anders without any problems.

Aveline and Isabela have specific interest quests in MotA, otherwise each companion (excepte for Merril) has an item collection/reward mini-quest with no real influence on anything about the stroy.

Sibling, Verric, Anders for Legacy will open the most content/dialoge.

Having Sebastian and Bethany in the party for Mark of the Assassin leads to a funny little moment between them, or maybe it's just because I ship those two crazy kids.

Having played Mark of the Assassin a number of times with different companions, I liked the Merrill and Isabella duo the best. The funny thing was that I was playing a mage on that playthrough, and completely failed to think of my party composition - that I'd have no tank. Made it a bit more challenging, but the banter was worth it. :)
