Does a Masterwork on hit spell work for character who doesn't have that spell?

I've made this masterwork sword which has a 10% chance of casting chain lighting and equipped Cass with it but I haven't seen it proc yet. So I'm thinking, will this only work if the character is already able to cast that spell? I was hoping the spell (chain lighting in this example) would have been imbued into the sword itself, no?

It should indeed work without the character having to actually know the spell or ability in question.

For example, I have a 2H sword that has a 10% chance to cast caltops, and I have seen it proc for my warrior.

It does work, I made a bow with 10% chance to proc Chain Lightning and it works for my rogue.

Thanks for the replies guys. I guess I just need to give it more time to proc. Good to know it does work.
