i got this "some features on this screen are unavailable", i got 1 point, and can't spend it.

 

is this bug, or blocked by story?

other characters in my party has no such issue

I got that a few times across different characters, for me it solved it self by closing and re opening the menu.

reopening menu doesn't help me.

change party member does. swap her out, and bring her back, problem gone.

When I have had this, it has turned out to be some form of uncompleted action, either on my part or something pending such as a change in Power. Why there are these delays, I don't know. The one case I pinned down was when Cassandra had spotted an enemy (I hadn't) and went into ready to fight stance. However, I have found that taking some action, even just moving elsewhere most times, is usually enough to cure the problem.

I had this also. I played on for a long time and it never went away. I finally solved it by saving and reloading the game.

I think this mostly has to do with combat stance.
If you or anyone in your party is in "combat", which includes having spotted an enemy, not run off to kill them, but still weapon drawn, you can't spend any skill points.
