EDIT: Might help just a bit to start with my specs so people can compare similar builds:

Win 8.1 64 Full Retail

i5 3570k @ 4.2ghz stable for 2 years

eVGA GTX 780 SC'd with third party cooler

16gig RAM

Sound Blaster Recon 3d Fatality PCI-E Soundcard

2 crappy HDDs, 1 with windows, 1 for games.

I really wasn't expecting much. But prior to win 8.1 just in Skyhold, with modified "High" settings, i would dip into the low 40s when looking into the middle of town, or out of the throne room from the top of the stairs, and other weird places. This occured in other towns/camps/cities as well.

So i decided after reading many posts here and in Tech Forums, to upgrade from 7 to 8.1. Unfortunately i had to format my HDD and reinstall Geforce driver hotfix 344.80 along with all my executables (boo!). After the lengthy process of redownloading the game, i was able to get in and try it out. I used the in game FPS counter "PerfOverlay.DrawFPS 1", and was actually able to increase the non-high settings to High including Tesselation and Shadows and HBAO (not full). Even with the increased graphics options, i reamined at an almost stable 60 FPS where i saw maybe 58 pop up now and then. This inlcuded looking over the entirety of Skyhold, into the center of towns. There is also no more strange load stutter every few minutes. It was very noticeable after Patch 2 Hotfix on win 7.I do have In-Game VSync enabled, as forcing it in Nvidia Control Panel on Win7 cause severe stuttering during cutscenes, but it may be different now.  I really didn't expect the performance to be so amazing! Even the CPU load is much less, allowing the GPU to do more.

Best move I've made. I reinstalled FireFall as well, and evne that had a noticeable improvement on CPU load and performance.

I know, I know, purchasing Win 8.1 for $130 after tax isn't really an option for a lot of people, but if you are able to do it or are debating the impact it will have, its a big one.

You last comment says it all. I'm not going to pay $130 on top of the $50 I spent for this game just to be able to play it on a rig that exceeds the recommended specs. That's ridiculous. It's up to BioWare to ensure their game performs well on market software--which includes Windows 7.

You couldn't pay me enough to install Win8.1 on my computer, much less ask for my money. Perhaps if BioWare hadn't rushed so much and provided a proper port, we wouldn't have these issues.

That being said, aside from weird and intense hardware usage I do not have any problems running DA:I on ultra. For hours at a time, with no crashes.

Windows 8.1 is superior to Windows 7 in almost every way, which is saying something because Windows 7 is pretty good. In 8.1, you almost never need to see the miserable start screen. I go weeks without seeing it. If you install 3rd party tools like Classic Shell you can go even longer.

That's a weak argument. I work with Win8 almost every day and dislike it a lot, I don't want it at home.

I didn't have any performance problem except sporradic DX crashes on my PC.

Win7 of course.

Any of you can go advertise the phoneOS to those who have touchscreen monitors. My win7 works perfectly without a glitch, anything on it works smooth and touchpad OS is not coming on my PC even if my life depended on it.

I find customizing windows 8 makes it much better, but im looking forward to windows 10. Still the performance improvement probably comes from cleaning out your PC / Registry / startup programs / everything else that goes along with installing a new operating system more so than just simply switching.

If you are having performance issues, many of them have been solved in this thread on the EA forums

I notice you had to format your HDD during the upgrade process. A system that's been running for, say 2+ years based on your CPU OC note, can suffer from having a lot of misc. software installed, and various forgotten tweaked settings. A format and clean re-install tends to eliminate any issues from that. I'm not saying Win8 didn't provide a boost over Win7, but your stuttering was likely due to having a "veteran" system, which the format took care of by itself.

I play on Win7-64 bit and my computer is solely for entertainment (gaming & movies) so it doesn't have a lot of other software installed. My gaming experience is always smooth, and I play everything on high/ultra settings, including this game. CPU is original i7 (Nehalem) @ 3.6Ghz (slight OC) with a GTX780Ti SC, and I run at 2560x1600 res.

Hey, if you don't want the better system software, don't install it. But better performance is better performance. Other folks have tested this and got the same results.

There's also the Windows 10 preview, which I've been using for a couple of months. It seems pretty good so far.

Like many, I loathe Windows 8's UI enough that I don't really want to install it. I know there are shells, but really? Let's face it, they absolutely nailed it with Windows 7 and then went crazy with 8 and totally blew it. (The number of steps to get to the "Shut Down" function alone shows they put as much thought into their new UI as Bioware did into the PC controls of DAI.)

Also, I looked up framerates for other games, and quite often they are worse in Win 8, and quite often better, so it's basically hit-and miss depending on the game. So if you are going to upgrade, I suggest a good Clonezilla of your drive first, in case you just want to go back the quick and easy way. You wouldn't want to upgrade for DAI and discover that another important game runs significantly worse...

I'll probably make the move eventually, but have really been hoping that Windows 10 will come along soon enough that I won't have to.

No one would disagree with the obvious. The disagreements thus far: 1) we shouldn't need to upgrade from software which is still widely used; 2) many people still dislike Windows 8; 3) "better" is incredibly subjective.

I understand where you're coming from. But disk "clutter" and "tweaks" wasnt an issue. I have C: Drive which contains Windows and Programs that i use (non games), and D: Drive that contains all games and game programs like steam and origin. I only formatted D Drive because all the executables would no longer work with Windows 8.1 even though they were preserved. It was a quick format, just a delete.

C Drive was not formatted, just an install over 7, old files are moved into Windows.Old

I defrag with AusLogics twice a month. It wasn't a problem with my harddrive or file structure ;)

I wasn't advertising anything for anyone to anyone in particular. I was just stating my experience when i upgraded. I'm sorry you took it so personal.

the performance increases are only for DirectX 11.  If you use Mantle (or another API, if there is one), you won't see any difference.

Gotcha. As i use a Nvidia card, I do not think Mantle is available for me to use. Didn't know this

I agree, I really wanted to hold out. But i took the plunge. I've only reinstalled 2 games so you are right, i may stumble upon one where this whole upgrade nets me the exact opposite of what I wanted. Haven't seen it yet, and have been impressed with the results thus far though.
