They can be, depending on when you get them.  In one of my runs, I got the Rogue Schematics very early, and I ended up using the tier 2 AoE daggers until after reaching Skyhold.

Are you talking about the perk schematics?  I'd rather take the focus upgrades more health potions and maybe deft hands.

If you're a Qunari warrior they're worth it since you have so little armor variaton (and man those coats are ugly) that the armor provided with the perk can last you quite a bit of levels (on my last playthrough I've used it for 10+ levels).

If you get them early they are very worth it as they give powerful Tier 2 schematics (Masterwork) and either unique ones (as for rogue a Tier 2 Dual Blade founded anywhere else).

If you get them when you already have access to Tier 3 schematics then it is a waste of a perk. 

I usually take the perk after the more healing potions and deft hands.

It's the same armor schematic as the other ones, though, just with a stat bump.
