You have to unlock it with power.  I think it become available when you get Skyhold.

There's a war table quest to stop Venatori activity in the West. It's gotten through Western Approach, I can't remember the exact conditions.

So I don't need to be a specific level or be at a special part in the main quest to unlock it?

You dont need to be specific lvl to unlock but you do have to be at right point in the story not sure though if its getting Skyhold or finishing the winter pallace though.

Just reach Skyhold and pay the 20 power requirement to unlock.

 

Be warned it is one of the two current endgame maps of DAI and the minimum level for mobs in the area is lvl 16.

Ya also wait a bit before going there because the price is quite high to buy those schematics.

It's definitely before the Winter Palace.  I just did that today on my second playthrough and have already completely run through the Hissing Wastes.  I needed that Legion of the Dead Armor schematic ASAP.  Celene can wait, dammit!
