Does anyone else find it annoying that Skyhold Does not fully repair. Like the hall to the war table has a hole in the wall. and the towers never get cleaned up unless for something specific. They should have had Skyhold fully repair. Who agrees?

I'm sure it was intended to get Skyhold fully repaired and cleaned up, but I'm betting the architects, masons, designers, and maintenance teams "simply ran out of time."

I see it as the time frame for the main story is actually pretty short.  So there wasn't enough time in game to 'fix' everything.  They just focused on the important parts.  (This is my total rp reason that I made up to make it make sense to me).  I kind of hope that in future content we see more of Skyhold get repaired and used.  As 'more time' has passed.

But I also would love to see it fully repaired. There are still bunch of spider webs, broken walls and rooms that are not getting used yet.
