I managed to get the codes input into ME2.  But ... all the DL (Blood Dragon Armor, Normandy, Collector's Armor) are pending and refuse to move.

What's up with this?    I want to play.  Anyone else have this issue?

(Edit: Never mind.  I was jumping the gun.  Took like 5-10 minutes but it's finally downloading.  Started right after I posted this.  Sorry!  Mods, please delete.)

Go back to XBOX 360 dashboard then wait until they all finish. If I'm not mistake you can't download stuff while in game.
