if they are done from behind/side of the enemy, and thus can further benefit from many Rogue talents and skills?

 

And also, can they also be applied with Poison effects from talents/weapon procs?

Yes ranged attacks and magic attacks can count as flanking, however, you have to be almost within melee range to get the bonus.
