Its free so its irrelevant what content is in it, if you want to play with people, you have to get it.

You will have to download it if you want to find groups after a week or so post-release. You can probably play the game, but you can only queue with people who also do not have this DLC, meaning you will end up in a very limited pool of slowpoke players.
There really is no point in not downloading it.

Calm down, it was a simple mistake. I remember similar stuff happening with ME3MP. Xbox's site would update to include it in the store, when it was not yet available on 360. I assumed it was doing the same thing again.
I chose not to follow DAI news so it would be all new to me, and never got word of Xbox's early exclusivity.
Yes, it was my mistake. Sorry about the confusion on my part, but there's no need to become an aggressive *******.

Once again, I can say from past experience that xbox's site updates before the actual xbox store. I was assuming, as they had previously done with ME3 MP, that the update was on the site before it was available in the store.

This DLC is not a staggered release. You'll see it soon enough on other platforms--they all have slightly different release timings.

One could argue that "slightly different release timings" is the definition of "staggered release" too
