edit* the reason you all keep getting kicked out of the chat is because there are so many people trying to get in and have their problems fixed. just be patient

Not true. You see it's now tied to your EA Account. The bug is the account linking software on the site is getting hammered by what? thousands upon thousands of people. If you put the code in on the PC it unlocks the armor for your EA Account. (Don't download the .exe file, that's for the PC players.) When you log into ME 2 on the Xbox your, ME2 uses your Gamertag to contact the EA servers. But if the EA Servers haven't 'linked' the Xbox tag to your EA account ME2 don't 'see' the content. So:
1. Call Tech Support. (Long queues today. Duh.)
2. Use the Chat option. (Timeout, long queues again.)
3. Give it 1-2 days and try again to link the Account using "Add Persona" on your EA Account page.
4. If 3 fails in 1-2 days, try 1 and 2 again. EA WILL fix it by linking your account they're just slamed. WAY slamed. Don't get on Bioware's case about this...this is the typical multi-platform (PC,Xbox) launch day hoops.
Could they have handled this better? Yes. But if you calm and keep trying you'll get your DLC. You think this is bad? Talk to the folks who had to go through this for Dragon Age: Origins.

You will not lose your 360 download ever, just stay in queue for the chat. Also, there is a minor possibility that your browser can affect the chat program, but I seriously doubt it and don't want to derail the topic.

Chat gets canceled and my phone call, which took a dog year, I was told I was the only one reporting the issue, and there wasn't anything they could do.

I sure hope you are right about the bolded fix you have there. I was able to successfully link my DA:O EA persona to the EA account that I have ME2 registered to (according to their support website) but it still doesn't list Dragon Age as a registered game, nor do I get the Blood Dragon Armor DLC for my ME2 account. Maybe it will just take some time.
