The reason why I bring it up is that I've experienced excellent dps with my dual dagger rogue inquisitor on previous playthroughs, so I was wondering if Sera could be just as effective with dual daggers instead of her bow.

She can, but you have to babysit her for maximum effect. She won't flank on her own or use evade properly. Also with DW rogues there is a whole chain of abilities you use in order, she won't know that and there is no way to tell her to stealth -> ripping fangs -> flank attack -> death blow in that order.
Dual daggers AI is just bad. I even respec Cole into an archer so I can actually use him.

Not really no. Or I'm just not good enough at it. Sera is really squishy and when I specced her to DW she ended up dead most of the time, after depleting the entire groups potion supply. I use her as an archer now with long shot, full draw and evade set to preferred - it seems to work quite well.

I get that. You just need to either babysit her extensively or accept that she bites the dust often and doesn't really live up to her potential. I guess you could put your inquisitor on autopilot and play Sera most of the time, but why not a DW inquisitor then?

I play on Normal (PC is Knight Enchanter Mage) and spec Sera as a DW Rogue. I have 1 Warrior (usually Cassandra but sometimes Iron Bull) and one other Mage (usually Dorian but sometimes Vivienne) in the party. I try to keep barrier up, as much as possible which isn't too difficult if you have 2 Mages in the party. I haven't had to babysit Sera very much, although she is admittedly not as hardy as Cassandra or Iron Bull. In tougher fights, I make frequent use of the Tactical Cam (despite its flaws) and have Sera go into Stealth as much as possible. I plan on at least trying Cole as DW Rogue, given his Assassin Specialization.
Yes, barrier could actually work to keep her alive. I mostly use my barrier as a last resort in big fights, since Blackwall really doesn't need it. My point isn't really whether you can keep Sera alive in those conditions or not, but if she gets the most out of her spec. The little I have tried with her have not yielded great results compared to keeping her as an archer (or not taking her with you at all).

Yes Tempest dagger rogues work well, then you can spec Cole as the archer if you want. Assassin works well both ways as well.
Just remember whoever is the dagger rogue in the party is the one you want to be operating during combat most of the time. They do huge damage but tend to die quickly if mishandled.
Get evade and set it to preferred, the AI is great with it. Also set stealth and Flask of Frost to preferred. This should keep Sera alive and healthy in most cases.
If you still need more durability for her craft +guard on hit, fade cloak on hit and/or walking fortress on hit and she becomes all but invulnerable.

It seems to me only the player can play DW Rogue. The AI just die or chugs up most of the potions. No doubt because a lack of good tactics and that the AI doesn't make use of the proper chain of actions a DW rogue benefits of.
Besides FoL Sera puts down some awesome damage.
Unless you are doing a playthrough where you actually micromanage each characters action, then archer is pretty much the only thing the AI can handle. The AI isn't all that great and without tactics you can't manipulate it yourself.
Having a duel wielding rogue managed by AI in your party just means all your potions will get used up faster than they should.

LOL Sera pretty LOL. I guess there's tastes for everything.
I even make Cole an archer if I want to use him on Nightmare.
That said, I wouldn't respec Sera for lore reasons. She's clearly meant to use a bow.
Sometimes I wonder why didn't they just copy-paste the AI that rogue enemies have into Cole/Sera/Varric.
Clearly those enemies are scripted well, they go into stealth at the proper time, they flank you, they evade just a second before you are about to hit them and roll to face your arse ready to backstab.
It seems to me that the AI given to Sera is probably the worst. Even as archer, it's frequent finding her in the middle of the fray and never using evade or stealth at the proper time.

I respec her to DW, since it synergizes so much better with Tempest.
