So I know that the dog vendor in Hissing Wastes sells the superior battlemage armor schematic. I have the short list perk and I still don't see this armor schematic. Right now he sells the Superior Prowler Armor. Do I have to buy it in order for him to sell another superior armor?

I think you can just travel somewhere else, wait awhile, and travel back.  Eventually, you should see the item you are looking for appear in the list.

There is another thread about this and from what I read it can take 4 hours or even more for this particular vendor to change stock!
