Is it bugged because Sera can't equip it. I'm pretty sure she's an elf.

And yet she can equip human-only armour just fine! I think it has to do with how they did her unique body shape. Using the human skeleton.

It's ELF TRAINED not elf race. Sera is human trained and can use human gear but not elf stuff. Makes sense if you know her story and views on elves.
